Application Requirements for a DC Chauffeur's License (31-C)
 
1. A valid driver's permit issued by the District of Columbia or a state that is a party to the Driver's License Compact is required. The applicant must present a valid driver's permit or his/her traffic record, which reflects that he/she has been licensed to drive at least one year in the DC metropolitan area. Prior to picking up the application and fingerprint card the applicant must provide their original social security card, any one of the following immigration documents:
  • INS Form 94
  • Naturalization Certificate
  • Valid US Passport
  • Valid Green Card
  • Employment Authorization Card
The original license fee is $41.50 FBI background check payable by money order, made out to DC Treasurer.

2. A complete application must include the following applicant's documents:
  • Metropolitan Police Department criminal history clearance
  • District of Columbia traffic record
  • Traffic record from the state issuing applicant's driver's license
  • Three letters of reference on business stationery, which include the names and addresses of business or professional, metropolitan area residents who can attest to the applicant's honesty, sobriety and good moral character. These letters must be typed and signed.
3. All documents must be current and submitted within thirty (30) days of receipt of the application by the DC Taxicab Commission, along with a $46 money order, made out to DC Treasurer.

4. Processing will be delayed if the application is incomplete or if outstanding tickets or fees are owed to the DC government. If it is determined that an outstanding ticket exists, the applicant must provide a Notice of Hearing if a hearing has been requested or present a receipt of payment from the Bureau of Motor Vehicles located at 301 C Street NW, Washington, DC, to clear the application for processing.

5. Allow six (6) to twelve (12) weeks for return of fingerprint reports to the Office of Taxicabs to complete license processing. If the applicant has been convisted or has served any part of a sentence within the past three (3) years or have just finished probation, you may not be able to receive a license.
